Overview

The Licensing Service are intending to introduce a significant change within the revised Statement of Licensing Policy approach, is the intention to introduce a Cumulative Impact Policy also known as a 'CIP' in Luton. A CIP can be summarised as the designation of an area (or areas) of the Town, which as a starting point will be Luton Town Centre and a smaller part of High Town, where a cumulative impact zone will operate. In these zones, there will be a presumption that applications for additional licences and variations in those zones will need to demonstrate that they will not contribute to any existing issues that are linked with licensed premises. This includes, crime, anti-social behaviour and environmental issues such as littering. This does not mean that applications won’t be successful in these locations, but additional information will need to be supplied to ensure that the licensing objectives are met. The cumulative impact policy will be a separate document to the overall licensing policy and is reviewed every three years, if adopted. If agreed the Cumulative Impact Policy will take effect from January 2021 inline with the Council's Statement of Licensing Policy. In order to comply with the legislation the Licensing Service have published an Cumulative Impact Assessment.
