Consultation on alternative vehicle conditions for Hackney Carriage vehicles

Introduction

As a result of communication from the Hackney Carriage trade, a proposal has been drafted with the offer of alternative vehicles which may be of a smaller type, size, appearance, design and style to be considered as licensed Hackney Carriage vehicles in the borough of Luton, such vehicles may also be known as mid-size vehicles. The Licensing Authority has commenced a consultation on this proposal for consideration, which is to propose to implement additional conditions for such vehicles to be licensed as Hackney Carriage vehicles, if felt appropriate and necessary this would form part of the Hackney Carriage and Private Hire Licensing Policy standards. The conditions proposed have been drafted with the aim to strike a balance between public and driver safety, enhancing the offer of licensed vehicles to customers whilst maintaining a 100% wheelchair accessible fleet of vehicles also ensuring that the manufacturer safety features are not compromised, and that the vehicles are of a suitable in type, size, appearance and design. The key difference between these type of vehicles would be that the bulkhead which separates the driver and travelling customers would not be installed and that customers can make use of the front passenger seat in the vehicles. As part of the consultation we have devised some specific questions and interested parties who wish to make comment on the proposal to answer appropriately, so these views can be considered as part of the decision making process.
