Overview

Waulud Primary have 1400 sqm of playing field land, situated behind the school house, which is not used by the school pupils and therefore surplus to the school (Site plan below). The site has potential to be used for residential development. This change of use would maximise the site value and meet the Council’s obligations under the Local Government Act 1972 to achieve best value for the land.

The proceeds of the disposal would be used to fund specific projects, which will improve and enhance facilities at the school, as well as providing much needed family homes. The Council must achieve consent from the Secretary of State for Education (SoS), under Section 77 of the School Standards and Framework Act 1998, to change the use of the 1400 sq m of playing field land to residential land and for any subsequent disposal.

As part of the SoS process, a six week consultation is required to seek the views from; the school, its parents, teachers & governors, local residents, other schools in the vicinity and the local MP. The views gathered from the consultation will be submitted as part of the application process to the Secretary of State, and they will take any valid objections into consideration when they make their decision to provide or refuse consent.

Why your views matter

This consultation is for Secretary of State purposes only. The Secretary of State seeks your views on the loss of the playing field land only. It will not take into account objections concerning the development of land, as they are matters for the planning process, which is subject to its own consultation.

What Happens Next

All consultation feedback will be submitted to the Secretary of State (SoS) as part of the application for change of use/disposal of the school land. The SoS will either refuse or award consent.

If SoS consent is awarded then a planning application will be submitted. The Planning application process provides an opportunity for anyone to submit their comments on the proposed residential development.
