Reimagining Luton’s town centre

We are preparing a vision and masterplan for Luton town centre which
will guide how the town centre will change over the next 20-30 years.

The plan will be a vital part of the town’s economic recovery from Covid-19
and the council’s vision for ensuring no-one in Luton has to live in poverty.

In the long term, it will attract and steer investment to support new jobs, improve Luton’s public spaces, take care of its heritage, and provide new and affordable activities that ensure the town centre is a welcoming place for everyone. A place that local people are proud to call their own and people from outside the town love to come and visit.

Why We Are Consulting

We need your help to shape the future of Luton town centre

At the end of last year, the Council appointed Avison Young and Allies and Morrison to help prepare a masterplan. The masterplan is a planning document that sets out a framework for improving the towncentre. It will consider how the future of our town centre will be shaped to deal with emerging changes to the high street, the way we live and how it needs to change to best work for the town and its visitors.

The team spent the last few months undertaking detailed analysis to better understand the current issues as part of the Stage 1 baseline work, and also developed a priorities framework which will be used to assess options for the town centre.

The first phase of work culminated in a report which summarises the current condition of the town centre. A copy of the report chapters can be found at the bottom of this page. We have now begun to draft an emerging vision and a set of principles which we are keen to evolve through conversations with local people and visitors.  The following web pages and online survey summarise the emerging thinking.

We want to speak with as many people who live, visit and work in Luton as possible so that your views can help to shape the masterplan. We need your help to develop the vision and principles so that they reflect your aspirations and priorities for the town centre.

This Autumn we will be consulting with the public and key stakeholders on Stage 3, which will explore different options and interventions for sites and spaces. Stage 4 sets out a plan for how the preferred options could be delivered.

The final masterplan will be completed in Spring 2021.
