Reimagine Luton Town Centre - Options

Closes 7 Dec 2020

Opened 23 Oct 2020

Overview

Reimagining Luton’s town centre

Artist's impression of potential changes to town centre

We are preparing a vision and masterplan for Luton town centre which will guide how the town centre will change over the next 20-30 years.

The plan will be a vital part of the town’s economic recovery from Covid-19 and the council’s vision for ensuring no-one in Luton has to live in poverty.

In the long term, it will attract and steer investment to support new jobs, improve Luton’s public spaces, take care of its heritage, and provide new and affordable activities that ensure the town centre is a welcoming place for everyone. A place that local people are proud to call their own and people from outside the town love to come and visit.

Following the initial consultation in July and August 2020, we're now back to get your views on the more detailed emerging proposals.

Why we are consulting

We need your help to shape the future of Luton town centre

At the end of last year, the Council appointed Avison Young and Allies and Morrison to help prepare a masterplan. The masterplan is a planning document that sets out a framework for improving the town centre. It will consider how the future of our town centre will be shaped to deal with emerging changes to the high street, the way we live, and how it needs to change to best work for the town and its visitors.

The team spent the first few months undertaking detailed analysis to better understand the current issues as part of the Stage 1 baseline work, and also developed a priorities framework which will be used to assess options for the town centre.

We then consulted with the public and wider stakeholders on our baseline assessment and the emerging vision. We received 1,400 responses to this consultation which have shaped the masterplan further. We now want to discuss what you think of the emerging options and to see if we're on the right track.

We want to speak with as many people who live, visit, and work in Luton as possible so that your views can help refine the masterplan even further. We need your help to develop the options so that they reflect your aspirations and priorities for the town centre.

Get involved by completing the online questionnaire or by getting in touch with a member of the team.

Stages of Journey

  • Stage 1 was the baseline and collecting information
  • Stage 2 was understanding the issues, opportunities, and priorities
  • Stage 3 is where we are now, looking at how the masterplan can work spatially
  • Stage 4 is undertaken after the consultation and looks to refine the masterplan into a preferred option with a delivery framework (approach to how it is realised)

The final masterplan will be completed in Spring 2021.

Workshops & Webinars

We will be undertaking a series of workshops during the consultation. The events are shown at the bottom of this page with joining instructions.

The first webinar will enable people to listen to us to explain the proposal and ask questions. We can touch on a little more detail on specific areas as people require. The webinar will also be recorded and published in a video link shortly after. This will help people hear us talk through the plan in the event they can't make the webinar.

We are also undertaking "area-based workshops" (online) for the public and stakeholders to discuss ideas on specific areas of the masterplan.  If you would like to register for one of these workshops please email the address at the top of this page and a link will be sent to you

Other ways to engage

If you'd prefer to email your comments, please do so to the email address on this page.

If you require a paper copy of the consultation, please email or call us on the number at the top of the page to request. We try to limit paper copies and print these on an "as needed" basis to limit wastage.
